Notice of Race

This Notice of Race applies to the following events:

Event One Pitsford April 17-18
Event Two Derwent May 22-23
Event Three Whitwell June 12-13
Event Four Farmoor September 4-5
Event Five Whitwell October 16-17
  1. RULES

    1. The events and the series will be governed by the rules as defined in The Racing Rules of Sailing 2009-2012. These include Appendix B (windsurfing competition rules), the Prescriptions of the RYA, this Notice of Race, the Sailing Instructions, and the rules of the relevant International classes as amended by national class rules where applicable.
    2. Club or council rules and byelaws apply if displayed on the premises of the club or council hosting the event.
    3. Under rule 87, International Raceboard class rule C.1.1(a) is changed with the permission of the International Class Association to allow competitors in the Raceboard fleet to use 3 sails per event for National competition.
    4. The Exoneration Penalty, Advisory Hearing and RYA Arbitration of the RYA Rules Disputes Procedures will be available.
  2. ADVERTISING

    1. Competitors should refer to ISAF Regulation 20.
    2. Boards may be required to display advertising chosen and supplied by the organizing authority.
  3. ELIGIBILITY AND ENTRY

    1. Racing will be for men and women in the following International classes:

      • BIC Techno 293
      • RS:X
      • Raceboard
      • Formula Windsurfing

      And for juniors only:

      • 3.5 Open
      • 3.5 Techno
      • 4.5 Open
      • 4.5 Techno
      • 5.8 Open
      • 5.8 Techno

      Within these classes the following age categories (divisions) may be recognised:

      • Junior (aged 14 or under as at 31st December 2010) – Techno 293 6.8 only
      • Junior (aged 16 or under as at 31st December 2010)
      • Youth (aged 19 or under as at 31st December 2010) – 18 for RSX Youth
      • Master (aged 35 or over as at 31st December 2009)
      • Veteran (aged 50 or over as at 31st December 2009)

      Within these classes the following National class divisions may apply:

      • Formula 11.0
      • Raceboard Unlimited
      • Raceboard 7.5
      • Formula Freerace
      • Formula Experience
         
    2. A sailor must be a member of the UKWA, or a non-UK resident who is a member of either their national windsurfing association or an ISAF Member National Authority. Except that UK Juniors may instead be a member of the RYA.
    3. Entries to the events at Derwent and Farmoor can only be made at the event. Entry to the other events in the series should be made in advance through the UKWA website (ukwindsurfing.com), entries can also be made on the day.
      No entry will be accepted after 10.30am on the first scheduled day of racing, except at the discretion of the organising committee.
    4. Before competing, each competitor shall register for the event at the race office, pay the required entry fee and complete, update or confirm an equipment registration form if required.
    5. Competitors under the age of 18 must submit Parent / Guardian Declarations completed by the parents before racing.
    6. Boards must display sail numbers on both sides of the sail in accordance with RRS Appendix G and optionally in accordance with B2.4.
      Class insignia are not required. National letters do not need to be carried however if they are, new (GBR) letters should be used.
      Rules 77, Appendix G and rule B2.4 are changed accordingly.
      Competitors on the junior course should clearly display a number or alternatively a numbered bib may be provided.
    7. Competitors must enter and race under their allocated number, other than with the express permission of the race committee
  4. FEES

    1. Entry fees, are set out on the UKWA website.
  5. SCHEDULE

    1. Competitors shall confirm entry details at Registration by 09.30 on the first morning of racing. Tally numbers will be posted on the ONB before racing commences.
    2. There will be a welcome and briefing for all competitors on the first morning of racing at around 09:45.
    3. The scheduled time of the first warning signal is 10.25 on the first day of each event and 09.55 on each subsequent day.
    4. The normal programme for each fleet will be 4 races per day, but 3 races on the last day of each event.
      On the last day of the regatta no warning signal will be made after 1600.
    5. Minimum Conditions The intention is that all racing takes place in suitable conditions. The Race Officer shall be the sole judge of the suitability of conditions, and will take into account the effect of the speed and direction of any current, and wind measurements from as many parts of the course as possible.
  6. SAILING INSTRUCTIONS

    Sailing instructions can be downloaded from the UKWA events website, and the latest version will be posted on the ONB.

  7. VENUES

    Details of event venues are on the UKWA website.

  8. COURSES

    The courses to be sailed will be described in the sailing instructions.

  9. SCORING

    1. GENERAL

      1. The Low Point Scoring System of Appendix A will apply, except that rule B8.8 (Ties) is deleted.
      2. A competitor does not become eligible for series or event points by ‘pre entering’, but only by registering at the event and being capable of sailing and intending to do so.
    2. EVENT SCORING

      1. When fewer than 3 races have been completed, a boat’s series score will be the total of her race scores.
      2. When from 3 to 6 races have been completed, a boat’s series score will be the total of her race scores excluding her worst score.
      3. When 7-10 or more races have been completed, a boat’s series score will be the total of her race scores excluding her two worst scores.
      4. When 11 or more races have been completed, a board’s series score will be the total of her race scores excluding her three worst scores.
    3. INLAND SERIES SCORING

      1. Each competitor’s Inland Series score will be his or her fleet position in the same fleet/division at 4 of the 5 events. The competitor with the lowest score will win the series.
      2. If fewer than 3 races are completed at any event for a fleet it will be discounted for the National Series, and the events to count reduced accordingly.
  10. SAFETY REGULATIONS

    1. All competitors under 17 years of age shall wear a personal floatation device to an appropriate standard at all times when afloat except briefly while changing or adjusting clothing or personal equipment (changes rules 1.2 and 40). Wet suits and dry suits are not personal floatation devices.
    2. If conditions dictate, the organisers may require all competitors to wear personal floatation devices and/or wet or dry suits.
    3. A tally system will be in use.
  11. ELECTRONIC COMMUNICATION

    A board shall neither make nor receive radio or mobile telephone transmissions while racing.

  12. PRIZES

    Prizes will be awarded to the first competitor in each fleet with 3 or more registered at the event, provided that at least one race has been completed. Additional fleet prizes, and category / division prizes, may be awarded depending upon the numbers of competitors. Series prizes will be awarded if one event has been completed.

  13. DISCLAIMER OF LIABILITY

    Competitors participate in the regatta entirely at their own risk – See rule 4, Decision to Race. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.

    Competitors are entirely responsible for their own safety, whether afloat or ashore, and nothing reduces this responsibility. It is for competitors to decide whether their board is fit to sail in the conditions in which it will find itself. By launching or going to sea competitors confirm the board is fit for those conditions and that they are competent to sail and compete in them. Nothing done by the organisers can reduce the responsibility of the owners and/or competitors, nor will it make the organisers responsible for any loss, damage, death or personal injury, however it may have occurred, as a result of the board taking part in the racing. The organisers encompass everyone helping to run the event. The provision of patrol boats does not relieve owners and competitors of their responsibilities.

    Parents or guardians of minors have an additional responsibility for their children and to make the decision as to whether he or she is fit to sail in the conditions that prevail or are forecast.

  14. INSURANCE

    Each participating board shall be insured with valid third-party liability insurance with a minimum cover of £2,000,000 per event or the equivalent. This cover is automatically provided as part of UKWA membership.

  15. RIGHTS TO USE NAMES AND LIKENESSES

    Competitors automatically grant to the organising authority in perpetuity and without payment the right to publish event reports, and to make, use and show any motion pictures, still pictures and live, taped or filmed television of or relating to the event.

  16. FURTHER INFORMATION

    Further information relating to the event including news, directions to the event site, parking and camping, accommodation, and the social programme, will be published on the UKWA website prior to the event.
