Sailing Instructions
1 Rules
1.1 The Racing will be governed by the ‘rules’ as defined in the Racing Rules of Sailing 2005 – 2008 including appendix B (Windsurfing competition Rules), and these Sailing Instructions.
1.2 In case of conflict with the Notice of Race these sailing instructions shall take preference.
2 Notices to Competitors
2.1 Notices to competitors will be posted on the official notice board, located at the Race Office.
3 Changes to Sailing Instructions
3.1 Any change to the sailing instructions will be posted on the official notice board at least 30 minutes before the advertised warning signal of the race or races concerned, and signalled by displaying flag L ashore (SI 4.3). However, any change to the schedule of races will be posted by19:00 hours on the day before it will take effect.
4 Signals Made Ashore
4.1 Signals made ashore will be displayed on the official flag pole located at or near the race office.
4.2 Signals displayed over a class flag apply to that class only.
4.3 Flag L (with one sound signal) will be displayed with a numeral pennant indicating the latest notice posted.
4.4 No Board shall leave the shore to race until its class flag (SI 6) is displayed with two sound signals. The first possible warning signal will not be in less than 20 minutes Competitors may tally out (SI 18.3) before the class flag is displayed.
4.5 Flag AP(with two sound signals) may be displayed ashore to signify racing is postponed, Should AP be displayed with a Class Flag the postponement will apply to only those fleets whose Class Flags are displayed.
4.6 When Flag AP is lowered (with one sound signal) the first possible warning signal will not be in less than 20 minutes( Alteration to RRS –Race Signals)
4.7 When Flag Y (with one sound signal) is displayed ashore rule, 40.1 applies to competitors, coaches and support personnel who shall wear their buoyancy at all times while afloat.
5 Schedule of Races
5.1 Racing is scheduled as follows:
Time of warning signal -First day 10:25 ; 2nd and Last day 09:55
5.2 Races which are not separated by lunch will start as soon as practically possible after the finish of the previous race. The race officer may indicate the imminent start of the next race sequence by repeated short sound signals
5.3 No warning signal will be made after 16.00 on the last day of the regatta.
6 Class Flags
Will be as follows;
BIC Techno – white flag with Techno class logo
Raceboard – white flag with Raceboard class logo
RSX- white flag with RSX class logo
Formula – white flag with Formula class logo
7 Racing Area / Course Area
7.1 Racing areas will be described at the briefings. If one area is used it will be designated orange.
7.2 The course area is defined as an area extending 75 metres beyond the course including the ‘starting line’ and the ‘finishing line’ and its extensions, which would normally be taken by a racer when racing.
8 The Courses
8.1 The recommended courses are illustrated in Attachment A .The diagrams show the courses, including the course letters, the order in which marks are to be passed, and the side on which each mark is to be left.
8.2 The course to be sailed shall be posted on the ONB. The Race Committee Boat may display the course letter and number of laps for each class on a board at the back of the committee Boat.
8.3 Shortened course – if the race committee decides to shorten a course, it will indicate by flying a shortened course flag (code flag S) and the flag of class involved as the leading board approaches the mark. If no class flag is flown the shortened course applies to all boards racing.(Alteration to RRS 32.2)
8.4 If a boat flying flags C and S is stationed near a markor gate, the course is shortened so that the next leg is directly to the normal finishing line.(Alteration to RRS 32, 33 & Race Signals)
9 Marks
9.1 Marks of the course will be large inflatable orange buoys.
9.2 Starting marks will be a race committee vessel at the starboard end and an inflatable orange cylindrical buoy at the port end.
9.3 Finishing marks will be a race committee vessel and a black buoy.
9.4 A board may touch a mark but shall not hold on to it; except a board shall not touch a starting or finishing vessel.
10 The Start
10.1 Races will be started in accordance with RRS 26.
10.2 The start for one class may be the warning signal for the subsequent class. If there is a General Recall, then the subsequent classes start may be delayed in order to maintain the start sequence.
10.3 The starting line will be between a staff displaying a plain orange flag on the race committee vessel at the starboard end and the windwardide of the port end start mark. .
10.4 Boards whose warning signal has not been made shall avoid the starting area.
10.5 A Board starting later than 4 minutes after her starting signal will be scored Did Not Start. (Alteration to RRS A4 &A5)
10.6 A boat flying a course area flag may be positioned on the extension of the starting line through the pin end buoy. Between the preparatory and starting signals no board shall sail between this boat and the pin end buoy.
10.7 The intended order of starts may be published on the official notice board.
11 Change of Course after the Start
11.1 A change of course after the start will be signalled by a boat near a mark flying flag C before the leading Board has begun the leg, although the new mark may not then be in position. The boat may draw attention to this signal by making intermittent sound signals. Any mark to be rounded after rounding the new mark may be relocated to maintain the original course configuration without a further course change signal.(Alteration to RRS 33.)
12 The Finish
12.1 The finishing line will be between a staff displaying a blue flag on the finishing race committee vessel (or positioned on the beach) and the finishing mark. The position of the finishing line will be illustrated on the course diagram published on the ONB.
12.2 Competitors shall make every effort to avoid re-crossing the finishing line once they have finished. Failure to do so may incur a penalty.
12.3 IC pennant 2 displayed at finishing line means that a new starting sequence will begin as soon as possible after the finish of the race in progress.
13 Penalty System
13.1 A Board that has taken a penalty or retired under RRS 44.1 shall complete an acknowledgement form at the race office, within the protest time limit.
13.2 Where Boards break SIs 10.4,12.2, 13.1, 17, 18 or 22.1 the Protest Committee will decide the penalty. This may be a points penalty or disqualification
14 Time Limit
14.1 The time limit for the first finisher in a course race is 40 minutes.
14.2 The time limit for the first racer in each class to reach the first mark is 15 minutes.
14.3 A race shall be abandoned if either of these time limits is exceeded.
14.4 Boards failing to finish within 20 minutes after the first Board finishes may be scored as DNF( Alteration to RRS 35.)
15 Protests
15.1 Boards intending to lodge a protest or request redress for an incident afloat must inform the race committee upon finishing the race. Protests forms are available at the race office. Protests shall be delivered there within the protest time limit.
15.2 The end of protest time for each class will be 45 minutes after the last Board finishes the last race of the day, this will also be posted on the official notice board each day.
15.3 Notices will be posted on the official notice board within 15 minutes of the protest time limit to inform competitors of hearings in which they are parties or named as witnesses. This is the notice under RRS 63.2. Competitors should ensure they are not involved with a protest before leaving the club.
15.4 Notices of protests by the race committee or jury will be posted on the official notice board to inform Boards under RRS 61.1(b).
15.5 The arbitration system may be used if both parties agree.
15.6 On the last day of scheduled racing, a party to a hearing may ask for a re-opening no later than 30 minutes after being informed of the decision ( Alteration to RRS 66.)
15.7 Protests under SIs, 10.4, 12.2, 13.1,17, 18, 21.1,22, 23 may be brought only by the race committee or jury and not by a competitor. ( Alteration to RRS 60.1)
16 Scoring
16.1 The Low Point scoring system of Appendix A will apply.
16.2 Each Board’s series score will be the total of her race scores with her worst score discarded if four or more races are completed, or her worst two scores discarded if seven or more races are completed, or her worst three scores discarded if eleven or more races completed.
17 Safety
17.1 All competitors under the age of 17 shall wear a buoyancy aid or life jacket to an appropriate standard at all times when afloat. Wet suits and dry suits are not an appropriate standard. When flag Y is flying all competitors shall wear a buoyancy aid or life jacket to an appropriate standard at all times when afloat.
17.2 When IC pennant 3 is displayed ashore , competitors shall wear wetsuits or drysuits. A wetsuit for the purpose of this SI is a neoprene garment covering at least the torso, legs and shoulders.
18 The Tally System.
18.1 The Tally System to check-in and check-out competitors will be located at Race Office.
18.2 Tallies comprise numbered rubber wrist bands. Tallies must be worn visibly, over clothing, while afloat.
18.3 Each competitor shall individually tally-out before racing by personally collecting their tally, and individually tally-in upon returning to shore after racing by returning the tally personally to tally control. Competitors shall tally-in as soon as practically possible upon returning to shore, but in any case within 30 minutes of the finishing time of the last competitor in each race, or the last race in a series of back to back races.
18.4 Tally numbers will be issued after registration has closed.
18.5 Competitors who fail to comply shall accept the penalty in SI 13.2 without a hearing. Infringements will be posted on the official notice board before the protest time limit. ( Alteration to RRS 63.1.)
18.6 Competitors who are already afloat and who realise they have forgotten their tally must inform an official boat at the first opportunity and the race office upon returning to shore. This may relieve the competitor from receiving a penalty.
18.7 If two or more races have been sailed back to back failure to return a tally may result in a penalty being applied to the last of the races. If a competitor has failed to take the tally the penalty will be applied to the first of the races sailed back to back.
19 Replacement of Crew or Equipment
19.1 Substitution of damaged or lost equipment will not be allowed unless approved by the Race Committee. Requests for substitution shall be submitted in writing using forms available from the race office. Failure to do so, the refusal of the request, or the replacement equipment not complying with the class rules, may result in the Board being penalised.
20 Official Boats
20.1 Official will be marked as follows: Committee Boats-Orange flag
20.2 Food and drink may be placed on official Boats
21 Support Boats
21.1 Support Boats shall remain more than 75 metres outside the course area.
21.2 The penalty for failing to comply with SI 21.1 will be applied to the competing Board associated with the infringing support Boat and a scoring penalty calculated using the formula in rule 44.3 will be applied to the race sailed nearest in time to the incident.
22 Trash Disposal
22.1 Boards shall not discharge trash into the water. Trash may be deposited on support and official Boats.
22.2 Boards who fail to comply with this SI shall accept the penalty in SI 13.2 without a hearing (Alteration to RRS 63.1.)
23 Boards and Competitors in Difficulty
23.1 When the race committee considers that a Competitor is in difficulty it may instruct the competitor to accept outside help, retire or sail ashore
24 Prizes
24.1 A list of prizes to be awarded will be published on the ONB as soon as practicable after the close of registration.
